How the fuck do I learn to do this?
Copying what I see is doable for me with enough effort and time, but actually improving and stylizing it (like on pic related) completely blows my mind.

What gives you the freedom to stylize with intent is mastery of the fundamentals. If you truly understand the form and the pose, it will not be hard.

it's simple
you follow the shape or silhouette of the photo you are referencing
style comes in through line weight, simplification, and exaggeration of features that you like or want to highlight
the idea is more important than copying the actual image
you add to the image or reduce (which isn't the same as simplification) examples from the OP image, adding horns, ears, tail,
examples of reducing - shrinking down the size and shape of the clothing
changing the faces to an anime style is an example of simplification
also a tiny bit of anatomy knowledge is employed in the OP image but if you're a straight man by this point you should be familiar enough with women's breasts, midriff, and thighs to draw them at various sizes without references.

You just copy the thing and then change the things you want to change.
Or, if it helps, you cut up and rearrange the reference photo to make it look more like the stylization you want, and then you "copy".
In the upper left photo, for example, you'd make the hat bigger, and the torso a bit smaller and narrower.
In the middle right photo, you'd make the head bigger, the arms shorter, and pull the knee up a bit to compensate.
