Microsoft Paint & other oekaki friendly tools
I exclusively draw in ms paint. How much am I limiting myself and is it worth learning something else if I just want to draw oekaki style shit like picrel (not my art) anyways?

Aside from lack of layers and blending tools you can still do lighting like a traditional artist by choosing the right values and colors.

What's really limiting yourself is saying stuff like

If you want to be good, you'll have to try new things, you'll have to spend a lot of time experimenting.

Anyway, Krita and its pixel art brushes are free. Layers aside, there are layer effects, like transparency, multiply layers for easy shadows, etc. There are rulers and other perspective tools, you can select an area and draw on it, you can shift the colors around with filters. You can import a photo and add filter mask -> posterize -> gradient map to black and white, which is what a lot of manga artists do for backgrounds. A lot of this is common to every drawing software. People will ask why paint because paint isn't very powerful.

You want to use paint, keep using paint. Dmitry Deceiver of Loop Hero fame uses only Paint, I know a few dudes who only use Paint. It you like using it and you're not arguing with it, there's no issue. I like layers, weighted opacity, lasso tools and pencil brushes, but you use whatever you like.

Just remember

Well it depends on what your goals are with your art. You wanna draw oekaki style shit, but for what purpose? Just to get (You)'s? Likes on social media? Commission work? I think if thats what you are aiming for in terms of goals then I would say sure just keep at it with MS Paint, although I do hope you are actually using some type of tablet as to avoid getting arthritis and claw hand from just using a mouse all day.
However I would recommend getting like a good marker/brush pen and practice doodling on paper. Half the appeal of this art is how on the fly it is so being able to practice drawing like that is a must.

If you are able to dual boot your pc or you are a linux distro user. i recommend you to use Azpainter. Is pretty much Paint Tool Sai + Photoshop and has brushes and graphics capacities similar to oekaki brushes.

Use krita. It's free and you can draw just as archaic as you like. You will just enjoy quality if life perks like layers and configuring, changing sizes and rotating as you like

No retard. Krita's fill tool doesnt even work properly even compared to mspaint. It always leaves a tiny 1 pixel line around what you're filling in for no reason. No other painting program does this.

skill issue
it only happens if you're using brushes that aren't anti aliased. If you use a pixel brush (a default brush on krita) you would have the same experience as mspaint pencil. This is actually the same as other art programs, but judging by your post you don't really know how to make or customize brushes. Sad!
