The vast majority that come via visa are unqualified or underqualified, take longer to train up, and are far more mistake prone causing the actual workers to fix their shit. It doesn't help if you have a Jeet boss either as Jeets are clannish and stick among their own first and foremost. They also expect you to treat them as if they are better than you inherently in a lot of cases.
Basically just look at the trends. Jeet CEO = more h1b hires = enshitification and lower quality of product. Anybody paying attention sees it.

Philippines isn't big enough to serve offshoring needs for America. Obviously they are the best for offshoring since they have excellent English skills, but there are only so many Filipinos.
Every African country is too unstable and doesn't have reliable power/internet, even countries that were considered reliable such as Kenya and South Africa. Nowhere else has good enough English skills. India is truly necessary.

If Windows quality drops, that would provide an opportunity to compete with windows. That is why Microsoft is incentivized to make sure Windows is high quality. Having a high market share doesn't automatically mean anti-competitive behavior. >Apple?
Google made their own OS but it didn't really catch on for businesses and isn't really used outside of chromebooks (which have high adoption in schools). If Windows quality drops, that could change.
