It was demilitarized after the Crimean war, then again in 1922 when the league of nations affirmed finnish rule and then there was also a separate treaty with the Soviet Union after the winter war (which is why there is a Russian observation post there today). No military can be stationed there and no fortifications can be built, though the waters can be mined and troops stationed during war to repel an imminent invasion.
