What do you think of building channels that draw sea water inward into the dry parts of the country? The hot temptures will cause water to evaporate and make rainfall more frequent, you can then build more dams and rain water collection reservoirs.

You need other meteorological and topographic conditions to cause rainfall in an area. I also don't think said inland seas would be big enough to change much.

The solution is in exploiting the underground aquifers of the Sahara. There's the Albien that sits under Algeria (70%), Libya (20%) and Tunisia (10%), one of the largest aquifer systems in the world.
The water volume is huge but exploiting it on a mass scale would be a feat in engineering. You need to dig it up, sometimes desalinate it (parts of it are salty, although nowhere near sea water), cool it down when it's too hot, and transport it up north. And those wells need to be moved around all the time when the water table falls too low in a certain area. But if done properly it could be the answer to water scarcity.
