In American culture, it's really just a phrase people use to say, "gave me a mean look." Example, "oh, Linda gave you the evil eye earlier." Context might be that Linda was an ex and you brought a different girl to the party. Make sense?

It's not necessarily evil brought by one's glare in itself, but this concept is much more broad.
If you tell someone who is jealous of you something really important that you are about to do, or an achievement like you bought a new car for example, that person's jealosy is going to make something go wrong, like you hitting your brand new car for example.

Basically that if someone's jealous of you or envies you for something you have, the evil eye will be on you kind of like a spell or curse/hex and you'll lose the good things people were jealous of you for. Here if you're superstitious (like that one hot science teacher i had in 6th grade) you say "xamsa" (lit. The number five in Arabic) three times with your hand open and that's supposed to ward off the evil eye. Some people even hang evil eye pendants like picrel in their car or house to prevent it from reaching inside their house.
