The law says nothing about utilizing a completely legal device in substitution of an NFA device. Putting a bent up coat-hanger in an AR is illegal because you are creating an NFA device since the rifle is serialized, however a suppressor is serialized and is an NFA item, not the gun itself.
So, using an oil filter is not creating an NFA item, nor is it unlawfully possessing an NFA item (Since it is not serialized), because at the end of the day, it's still just an oil filter.
I am not condoning anyone to use an oil filter as a suppressor, especially not a WIX Fuel Filter (WIX part number WF10429), but legally speaking it is not illegal according to how the law is written.
