Legally speaking, putting an oil filter on a gun is not illegal in any way whatsoever. The law dictates: "The production, or illegal possession of an NFA device is unlawful, unless given direct permission to manufacture NFA devices by the ATFE."

The law says nothing about utilizing a completely legal device in substitution of an NFA device. Putting a bent up coat-hanger in an AR is illegal because you are creating an NFA device since the rifle is serialized, however a suppressor is serialized and is an NFA item, not the gun itself.
So, using an oil filter is not creating an NFA item, nor is it unlawfully possessing an NFA item (Since it is not serialized), because at the end of the day, it's still just an oil filter.

I am not condoning anyone to use an oil filter as a suppressor, especially not a WIX Fuel Filter (WIX part number WF10429), but legally speaking it is not illegal according to how the law is written.

A few fine specimens that come to my range were shooting a 300BO pistol with a big CAT oil filter on it, and the RSO even said that it was badass, and their constitutional right to do so. Buy a complete upper separately (saves you on excise taxes from firearm sales, uppers aren't firearms thus no excise tax).
Buy a GOOD upper but don't go purely off of dollar amount. Daniel Defense and Giessles are expensive because their marketing dept budgets are bloated.
Buy a stripped lower receiver and assemble it yourself. It's super easy and the only tools you need are a couple of punches you can get at Harbor Freight for a few dollars.
Get a red dot. Get different optics later but start with a red dot and flip-up backup iron sights. Which red dot to get? Aimpoint PRO. Which iron sight? Magpul MBUS Pro.
Get a sling and a flashlight. Those are all you need for accessories.

Depends on what youre doing and where youre doing it. Physically larger and heavier magazines come with their own downsides. How do you store partial d60 on kit? How do you hold a D60 while clearing a malf? How do you prone out with a P40 [spoiler]roll gun[/spoiler]? How do you fit this fat/tall rifle in vehicles?
