I can't speak for other states, but having grown up in California, a lot of it isn't the same people voting for the same things repeatedly. It's a combo of immigrants/minorities who only vote left because they're immigrants/minorities, and transplants from red states who get indoctrinated into leftist thinking while they're still students but have no practical experience with the realities of left-wing policy, so they're total uncompromising zealots and vote that way once they move to a blue state.
