Commonly brothels used to employ young orphan and runaway girls by having them do the chores in exchange for food and boarding. They were considered too young for prostitution work but it wouldn't be unusual to be "promoted" when they came of age. They were not legally bound to the brothel and were technically free to go at any time, but brothels could easily pressure these girls into prostitution for the brothel. Basically the young maid were whores in training. The maid attire is extravagant for the show, but it's not incomprehensible to imagine that an establishment would want to look a bit classier than a your common whorehouse.

For the amount of time they have on screen, the side characters are well characterized and extremely memorable if you're paying attention. They're colorful and intriguing, but this is hampered by the fact that they pretty much die or disappear immediately after their introduction. You can't build them up into anything, and it leaves the audience feeling unfulfilled, like you've stopped an interesting story right before the climax or punchline and left it hanging.

This is why Amuro died to a nameless rookie in the novel, and his last thoughts in CCA was shock and confusion as Char dumped mommy issues on him. Gundam isn't about being satisfying the audience.
