Haman was a very callous and power-hungry person, and Zeon itself was structured on power grabs. To Haman, the benefit of the fake Minerva is that she'd have no real power (that Haman couldn't take away) even upon reaching adulthood, unlike the real Minerva. Additionally, Haman might be ruthless enough to try pulling a fast one on even Char. How much time and opportunity would Haman have for finding a replacement Minerva on the fly between Zeta and ZZ anyway? If the Minerva in Zeta was always fake, that would at least give Haman more time to work with.
