If I may be so bold to express this, when it comes to women in the military, I imagine not all want to be frontline combatants (you can thank or blame centuries of misogyny for that) and in Universal Century Gundam, it's easy to assume that while it may not be like in real life, pic related reminds us not all women in the military are even capable of being frontline combatants in the first place so when the OYW started, female combatants, especially as MS pilots, would have been rare.
