obviously starting with a synth patch with a vocal like quality helps; build on that movement with chorus or vibrato or what have you.
automate a shimmer layer in there, as you can hear it come in as it builds up (i'd go with a granular delay for that specific sound, as the other layers make it apparent that that's probably what was used) but you can use a dedicated shimmer verb or pitch shifter or whatever for something similar.

reverb is one of those things that's easy to ignore, or assume whatever you do without really knowing what you're doing is "good enough," but that's the kind of shit you should actually bother caring to learn about the anatomy of as it tends to separate amateur from sounds-like-you-know-what-you're-doing in a million different contexts.
if you don't know what every parameter on your reverb plugin is doing read the manual, obviously.

when i spam airwindows galactic, for example, i'm often riding the "regeneration" parameter (it's like a feedback loop or whatever) with the ebb and flow of whatever is playing so it doesn't bleed so hard.
another option is turning the reverb off and on to "clear" it. often leads to clicks/pops and you questioning how fucking long you have to leave it off to work and works better with resampling.
or you know, just resample the whole thing.
sometimes i go half speed and like, chop out the parts i actually want, but that really only works with very slow moving stuff.
