The bar for that compelling state interest was set prohibitively high, basically no involuntary institutionalization unless people are a threat to themselves or others. And they didn't include things like suffering from breaks with reality, being psychotic, refusing to take one's meds, or being completely unable to care for one's self as a threat to oneself.
In most other countries, all of those things can see someone involuntarily institutionalized. If we could do that here, the market would adjust accordingly and more psych hospitals would open. Until the laws are changed, opening more hospitals won't accomplish shit if the government can't force anyone into them.
