My guess as to what is happening is that you have a bunch of green card Indians that got through the process. Now they're in their permanent roles. The companies then get their H1B candidates Which only lasts 6 years. But at some point the H1B is gunning for their PERM. The guys on the inside ultimately are selling this pathway to their people from the old country. They'll try to protect the H1B's PERM. One class I took (and which a lot of people struggled with) was to take different sorts of stuff and phrase it in terms of Lambda calculus expressions. Lambda calculus is a system for representing things as 'abstractions' rather than discrete terms like numbers. This has a lot of applications for computation.

So for example, an expression like "1 + 1 = 2" does not exist in Lambda calculus using specific numbers. You have to convert the numbers into Church numerals and then manipulate those numerals using Lambda functions. So you end up with something like:

Which is a string of Church numerals and functions, and which gives you 1+1 = 2 in an abstracted form. A lot of other students just didn't get this kind of stuff. It was too unnatural for them.

Trying to convert things like musical notation or algebraic expressions into Lambda terms was too much for them, because they could not think more generally/abstractly about the nature of the system.
