We actually do this in some industries, like you need a hygiene pass to be able to work in anything related to food.
The problem is enforcement, health inspectors go by only rarely so there is no one to check their cards.
And not to mention if some pajeet takes a test on hygiene and scams his way past it, or even if he actually has the (low) amount of intellect required to pass it, it doesnt mean he will follow the instructions, being a pajeet.
