1) laws that ONLY native Whites can own land & property

The #1 reason to do so would be having relatives there, in which case they'd help you get acquainted find a decent place for sale and aid in dealing with bureaucracy. Some real estate is first offered to locals and their families before hitting the market.
If you have none, don't feel like you have to relocate there specifically. Sicily's downsides are that it's hot and impoverished.
