Glad that at least some non-Africans have an easy time getting their citizenship. You aren't really required to settle down in Sicily. The #1 reason to do so would be having relatives there, in which case they'd help you get acquainted find a decent place for sale and aid in dealing with bureaucracy. Some real estate is first offered to locals and their families before hitting the market.
If you have none, don't feel like you have to relocate there specifically. Sicily's downsides are that it's hot and impoverished. The upside is that it's warmer in winter and that there's a lot of cheap real estate (but it's shittily insulated and electricity is ludicrously expensive so be prepared to spend a ton on either renovation, air conditioning, or both).
Refugees are present everywhere, there's one in front of every supermarket. But they do tend to flock to the more densely populated areas where money can be found, so Sicily may not be that bad.
