My guess as to what is happening is that you have a bunch of green card Indians that got through the process. Now they're in their permanent roles. The companies then get their H1B candidates Which only lasts 6 years. But at some point the H1B is gunning for their PERM. The guys on the inside ultimately are selling this pathway to their people from the old country. They'll try to protect the H1B's PERM. By this I mean do their best to essentially block potential qualified applicants. So like the example in my image

Lol. The guy who has this position is getting their 170k salary. But are paying kickbacks to the people involved in order to best protect their PERM qualification.
So when they Indians go

The whole point of the PERM process is so that the H1B doesn't have to be on the 6 year stin anymore and simply ends up with their green card. WOW I wonder if people would be willing to spend money for that hmmmmmmm
