you're not too late. at all. Bandai would have to go above and beyond to make stock Xenoverse 3 better than modded Xenoverse 2. the modding scene is only continuing to grow and evolve. Demon Boy is working on a feature right now that let's you select your basic moveset (combo strings, throw, stance, movement animations, etc) on a per-character basis–instead of the game's default function, which is that each race and gender has one moveset.

the Revamp Team have done things with transformations that i don't know if Bandai will ever do. they added a bunch of new hairstyles to the game, with corresponding transformed states for every form–and now it looks like they're about to start adding missing transformations, like Super Saiyan 4, which will also all have unique hairstyle variants. they're even doing Daima and Classic Super Saiyan 3 hairstyles for every set. Bandai have had 10 years to add shit like this, but they would rather add a Cash Medal Shop and sell colorable versions of roster character costumes, even though one of the earliest XV2 mods made all the stock, uncolorable CaC cosmetics into colorable ones. Breakers also has a bunch of cosmetics that XV2 doesn't have, and modders have ported them to XV2 because Bamco can't be bothered.
tl;dr you're gonna get Sparking Zeroed if you wait. the mod scene is red fucking hot right now. what you're saying is tantamount to deciding its too late to get into Skyrim and that you would rather wait for TES 6.
