Ralsei's Light World equivalent isn't a physical object. In chapter 2, most of the Darkners are forms of data and software, so having to be something you can physically interact with doesn't seem like a rule. Software or programs can be described as a set of data or instructions for a computer to execute. If you equate the Dark World to a giant computer, Ralsei would be like a program whose job is to uphold the prophecy and protect/guide the other heroes. Him popping up whenever Kris and Susie drop into the Dark World is like an antivirus software detecting something and going to address it. He's like an advanced AI learning about humanity, which is why he's so stressed out. He needs an index of knowledge for various situations, but he can't always tell when to apply it. That's why he comes off as secretive without meaning to. If everything is working properly, a browser isn't going to open a new tab unless you ask it to. He can't disobey his 'programming', but he is also advanced enough to feel emotions like a real person.
