Holy kek, I missed that. Now it makes sense why they are so gimped.

5 command tartaros termies cost 220 points
armed with c-bolters (they can change them for combi weapon of volkite charger for free)
and power weapons (they can buy 2LCs for 10)

5 phoenix termies with 5 sonic lances cost 225
armed with Sonic Lances (a pretty good assault weapon against 1w in 3+)
and Phoenix Spears (an AP3 weapon with the +1i of Power Lance, +1S of power Axe, Breaching 6 of Power Sword and Power Maul! (wtf I love phoenix spears now) and D2 on a charge)

Now this is where the trade-off occurs:
Phoenix termies have +1 WS for defensive/offensive purposes only and +1 to LD and CL on a sergeant for a price of 1 attack that Command Squad Termies have. It all makes sense now (at least in the mind of the James Workshop's game designer, I guess). (Yeah, CS can buy a banner and grenade harness, but)

I guess the only way to fix them is to give them a centurion with TH or to drop them from rhinos (we can do that now) against 3+, where spears will help them to strike first anyway.
