The US goverment, believe or not is very susceptible from lobbying via dog associations. The reason why bites or deaths by breed is no longer recorded by the CDC is due to dog lobbies arguing it literally discriminates against dogs. If you can have something as important as that compromised having an enforceble goverment breeding standard or incentives to castrate/euthenize would like go over just as well, not even considering the N-factor of non-goverment or private organisation led breeding standards with backyard breeders doing what backyard breeders do well by creating street level dog breed fashion like they did with bullys
