Paper magazines are almost dead and have been smaller than print volumes for 20 years. The price rising to 500 yen has been a big factor in that, they used to be far cheaper.

Digital distribution is fairly successful in Japan, just look at the comics market.
For games they had digital distribution via kiosks in the 80s and 90s.
