No, it means that she's bothered enough by the Santas that she chooses to tell you to turn it off before you leave instead of trying to intimidate you because she's an autistic control freak. It's the same as her taking the time to tell Asgore to eat the snacks outside before she lectures Noelle.
Every character that knows about YOU (such as Ralsei) also participates in the kayfabe that YOU are Kris when addressing Kris. Carol is still addressing Kris in the normal way that that scene ends, even if what's she's saying is meant for YOU to hear. The primary concern of the voice on the phone when they were talking to Kris was preventing Susie from getting the guitar. Kris calls the voice on the phone to alert them that Susie got the guitar. When the voice says "I'll be right there." it means that they're taking action to prevent Susie from getting the code in the guitar, specifically by coming to Kris's location.
Creating the Church fountain had absolutely no impact on Susie getting the guitar code, and the character who unexpectedly came home in the middle of the workday and immediately took action to remove the guitar from Susie was Carol.

There is nothing normal and innocuous about a woman making a personal call to her daughter's teenaged friend at 2 in the morning. This in itself is evidence of Carol having a suspicious connection to Kris, who supposedly has been estranged from Noelle's family for years.
None of this is even getting into her conspiracy board or black katana at her bedside.

He's definitely more than "just a handyman" but he's not in on the conspiracy, just a useful idiot. Primarily, she's probably using him to keep an eye on Toriel.
Asgore seems to be looking for Carol's code so that he can get into The Shelter himself. Carol isn't stupid and is extremely protective of her home, so she has to know that he has an ulterior motive, but doesn't see him as a threat to her plan because she knows he's incompetent (and he wouldn't dare set foot in Dess's room where the code is).
