Maul's prominence is due to George Lucas, who brought him back, and wanted him to be the main villain of his sequel trilogy, and even have his own videogame before Disney bought the franchise and canned all of it.

Maul was in 10 episodes of Clone Wars (out of 133) and 5 episodes of Rebels (out of 77). But this series is a pretty obvious thing to do: it is an homage to Lucas' original ideas, and there is a story to be told here, to see how Maul went from a Crime Lord as seen at the end of Clone Wars and in Solo to deranged hobo stranded on Malachor, as seen in Rebels.
