Of course this is correct. The PLA isn’t a combat organization. Russia’s military IS a combat organization but it’s basically a joke compared the US. The nuclear deterrence in both cases is wildly overinflated, and even if it came down to a nuclear war the US would win hands-down. But none of this is the issue. The issue is that the power structure is not ruled by a leader or a leadership council, but by a very wide network of money influence and gigantic public sector unions and the lowest common denominator view always takes primacy. There cannot be any one person in charge who can make this kind of call with the power to mobilize the power structure as a whole, and in fact the system actively rejects such individuals from ever appearing. So we are stuck in the clown world of Nothing Every Happens. The inner meaning of the meme is the population’s despair at anything changing or getting better, a cultural reflection of how the modern West (high civilization) functions.
