There were rogue dark Jedi who just did their own thing independently and didn't join the Sith, such as Set Harth for example.
Darth Bane's apprentice Darth Zannah briefly considered making Set Harth her own apprentice, but decided against it because he was too undisciplined and not serious enough to be a Sith. He was quite skilled with a lightsaber and not afraid to use the dark side of the Force, but he really just wanted to live his own life and be comfy. He had no ambitions to be a Sith Lord.
