Usually that’s only done if your true main has an extremely unfavorable matchup that you have to get out of, and even then that’s pretty rare.
It also isn’t just reaction speed. It’s the strategic element of play. Pic related is a decent little visualization of basic fighting game fundamentals. There aren’t really hard counters baked into character move sets or combos (combos are a reward, not a winning strategy), at least not usually. The hard counters are in style of play for each individual player, and you can change your style on the fly in a match. Now certain characters will favor different styles over others, but it’s rare for a character to not be able to play at least two of these styles well and many can play all three.

Fighters wish they had as many potential moves as chess. What they actually are is Blitz RPS, behold the NEUTRAL TRIANGLE. You really only have three categories of things you can do at any time and one will always counter what your opponent is doing.
The optimization of what to do exactly within each category to be optimal is different and certain characters will favor leaning into different points of the triangle, but overall if you can internalize this concept you can play fighting games at a level to have fun with them even if your execution is awful (aka me)
