my guess was that she might be a subplot of ch5.
she actively states hating you (in a playful way) because you associated with susie and susie told her off.
she is preparing something for the inferno that will burn down the "vast garden" if she is not indirectly at fault herself.
after the shop burns down, asgore will HAVE to live with the decembers or manage to get back with toriel.
this is just my theory btw.
