Not Matt Reeves Batman. He’s the most retarded Batman. He wasn’t even smart enough to stop Riddler from flooding Gotham.

If this movie had been Se7en Batman and Jim Gordon would have surprised the Riddler in his apartment, foiling most of his plans, and Riddler would then use that momentary mishap to fuck with them in some other way.

Matt Reeves even said that you can see the Riddler throughout the movie looking out from his window.

Then they show that Riddler was there all that time holed up in his hotel room watching them through his windows. The hotel room is also filled with all his plans with boarded maps with blinking light bulbs showing all the places he'll bomb.
