Sorry to drop a truth nuke on you, but chapter 3 felt the most lifeless out of all of them.
The others were actual worlds that had things going on in the background and weren't just disneyland rides, whereas TV World is, ironically, just set dressing with barely any substance.

Like Choy said, DbD would benefit immensely from the addition of a token-based perk system.
For example, a survivor loadout can spend up to 10 tokens on its perks. Any strong exhaustion perk like Sprint Burst or Lithe would cost like 5 tokens, meaning you'd only have 5 left over to fill in the other slots with 1- or 2-token perks like Slippery Meat or Red Herring.
This restriction would make for more variety and depth in both survivor and killer builds.
