it's something you must learn through countless trials and errors, my win rate was like 30% until i unlocked the third eye a few weeks ago
but some general tips:
>you get your ult often, but don't use it unless there's a good opportunity. if you just try to go eat their team while nothing's happening you will absolutely get shot to death. best time to use it is in the midst of a teamfight while healer ults are going off, because this tends to make the enemy let their guard down. also, swim up to them with shift then immediately use it, don't give them time to react by using it early. and if they have a lot of heroes who can get out of it easily, you may not want to use it at all
>jeff is very good at deterring flankers because he can damage them while healing their target. if they instead target you, you can just bubble yourself and swim away. right click can also bounce them around and make it hard for them to escape. it can even cancel black panther's dashes!
>probably goes without saying, but try to position yourself in a way that you're hitting a bunch of people and tickling enemies with your beam. it can be very hard for the enemy to deal with a jeff-heal-spammed team coming at them
>get good at aiming your bubbles, because the speed boost can be vital for getting teammates out of sticky situations. for example say their hela ults and your other healer is caught out in the open, bubble and spam heal them so they can get behind cover
>if nobody on your team is hurt, don't be afraid to spit some bursts into the enemy crowd, you'd be surprised how often it damages and displaces stragglers enough for them to die
>if you ult people and there's no cliff to kill them with, be sure to alert your team with a caution ping where you're going to spit the victims, and voice chat if possible
