Gaster doesn't seem to have any direct involvement with the characters of Deltarune, if he is the disembodied voice in the intro, but since we didn't have any other candidates it was commonly assumed to have been Gaster. Now that FRIEND is in the picture, it seems to be a more likely candidate since they are directly involved with the world. Some people also think that FRIEND is in cahoots with Gaster.

Gaster represents Toby Fox's desire to make games that connect with people and inspire hope.
FRIEND represents his desire to fuck with his audience and troll them.
