I don't know if I'd call it canon but it's obvious that Toby is aware of it and is willing to joke about it. Honestly one of the funniest things he could do is end the game with Rudy splitting up with Carol and him and Asgore just randomly hooking up. It's probably either that or hooking Asgore up with Mad Dummy / Mew Mew honestly
