Some people say that you should run Haru at front even with her horribly aptitude for it. Didn't work for me that well: I cleared her career pretty easily with just her default later runner strategy.
As for her goals, you just need to race enough and accumulate as many fans as possible for your girl. If you use late runner raise her power and speed plus some wit for skills and better running efficiency. For front runner speed and wit might suffice alone.
