Then it's time to use the shotgun approach:
- Link your BA account to google, then link the Nexon account to that google account.
- Start the VPN, using Malaysia. Do not use USA, Norway, or Netherlands.
- Create a new steam account while the vpn is on
- Login on Steam and add the game to your library.
- Download and link the account while the VPN is on.
- After getting past the title screen, you can now play the game with the vpn disabled.
Note: You must switch to that account using VPN whenever you want to play the steam version. But once you get past the title screen and into the lobby you can just disable VPN again.
It's a PITA, but it's a solution.
