1- Do Daily Races and Team Races, after finishing a "Daily Sale" can pop up, just click OK and you'll get transported to the Daily Shop screen, you can buy star fragments and other exclusive items. (tip: multiple daily sales can appear in the same day).
2- Trading trophies for star shards in the regular shop.
3- Doing Legend Races (Race > Event Races), the current one is El Condor Pasa, you get a star shard for entering but you can get even more if you win.

You probably can grab like 1 or 2 copies (especially if you watch all the event cutscenes in the "Dashing Toward Your Dreams" window, which doesn't take too long).
There are other things that you can grab if you start right now though, like a bunch of launch bonuses and the Legend Umas event, you can do daily boss fights that grants you star shards so you can upgrade your uma and unlock an outfit.

1- Daily races or Team races can activate sales, those sales will have a few shards every time, you can buy them with Monie.
2- Daily legend races, restricted pool (those are not in-game at the moment, but funnily enough Condor will be the first one soon, so don't forget to fight her)
3- Drop from races during training, events
4- Friendship shop, rare events
5- Normal shop will have some options to get shards like trading your trophies.
