I'm pretty sure Toby's setting up Susie to fall in love with Ralsei
>Its at his request that she actually starts listening to Kris in chapter 1
>The cyber city split up in chapter 2 not to mention how its deliberately being framed as her choice
>Ralsei hitting her with the glasses-less pretty boy eyes in queens mansion which immediately makes her fold and give them back
>Susie teaching him sarcasm and uwuspeak
>Susie going along with Tennas show at the very start because she wanted to cheer up Ralsei
>Susie none stop bugging him during the board sections
>Susie teaching him how to play games and while your doing the mantle shit
>Ralsei basically admitting he thinks Susie's a wonderful person and wants to spend as much time with her as he can
>When Noelle is talking with her in chapter 4 Susie admits she was going to choose him to take to the festival
but most importantly
>All of these interactions happens without your input or set-up, unlike the dinner or sitting at the lake
Chapter 5 or 6 its going to be clear she's got feelings for him and with Ralsei's growing freedom its going to make him betray Kris to stop whatever "sacrificial offering" plan they were orchestrating for her.

I'm sure you could twist the circumstances and presentation of it enough that it'd get past the age ratings but I do believe that Toby would never be able to directly state out such a dark idea that also carries potential pro-life tones.

In my eyes chapter 3 and 4 have just been balancing out his behavior from chapter 1 and 2.
Ralsie winning the susiebowl would actually interesting in my eyes because it'd show just how deep into the escapism the darkworld provides Susie's willing to go.
