Get the proper writer and giver her curves and I assure you, Surge is salvageable. She can be a reoccuring antagonist that tries her best to have "redeemable moments", but Starline's implants and residual mind control have done too much damage to her mind so she's almost always causing trouble for everyone, bad guys, good guys, muddle-of-the-road-jobbers, you name it. You can play around with her and make her do crazy shit, like use machine guns, chain saws, do wacky shit with her electricity.
There's always an audience of men who like crazy chicks who do crazy shit (especially if she has nice ample tits and figure as shown here >>149167241 .)

IDW is trying to be Sonic X on paper but the writers can't seem to come up with anything clever to push their messaging. It's been like this since that Zombie arc ended. They can't even keep Surge as an antagonist for longer than a dozen issues without her being just another good guy. It's way too predictable and that makes these comics boring, it's the same tired messaging over and over again.
I know sega is restrictive, but isn't going around these restrictions apart of a creative writer's job description? The Satanic Panic had a lot of restrictions in media, but much of it was still entertaining to read and watch. I don't see any real valid excuses.
Stop with the lesbian, anti-male nonsense and focus on some actual creative writing. Ian and Evan have handicapped themselves and it has shown for the last few dozen issues.
