In regards to kids cartoons, part of the reason I feel is that a lot of show runners aren't really bound to the limitation of it being "for children" if that makes any sense, its like they're making it for people in their 20s and 30s first and foremost. The reason shows from the 90s and early 00s were funny was because of having that limitation of being made for kids and then managing to derive humor in spite of that.
Also animation as a whole doesn't seem to garner much respect nowadays, both from audiences and the studios themselves.
