The behavior of the "normalNPC" in Chapter 4 is interesting but I don't think any of the goners or "Gaster followers" are literally working for Gaster, one of the ones we talk to in Undertale seems to go so far as to taunt Gaster and immediately gets disappeared for it.
If anything it seems like the birdman is trying to warn us, in a way that's very insistent, almost panicking.
