they do sort of, its just that russians are really stupid and don't get the training needed to be good at anything. the quality is not the same as the US and dont forget Russia's has lied about its own military tech they put up a wall of disinfo on military equipment, they find someone working on something usually a prototype and they will deliberately put it out there just to see what bites from those they see as threats. Mostly NATO, its usually some mini video put out on tik tok look at what russia engineers are working on wow..

Russia is a poor country, Since the 90s its been a total brain drain on top of being a criminally run corrupt shit hole. where these idiots would spend 20 million on 3 prototypes of some new wonderwaffel weapon but keep it stashed someones mansion and tell the company to fuck off and keep tons of receipts for the same equipment but in reality the money is going in their pockets. Its really a beautiful scam, the company gets some money for some experimental equipment that works half the time, some oligarch gets new security toys to play with
and everyone in the government gets to pocket money because they will have receipts to give the government which are totally fake and gay.
Anyway this is why russia is broke, their tech mostly is shit and why mobiles are thrown in mass into a meat grinder.

The absence of even basic Russian body armor, despite mass production, can only be attributed to Russian endemic corruption, and so there is no reason to expect that corruption will not affect everything, including the Russian nuclear arsenal.

Problem is the tech can't get past israel without malfunctioning or failing. At any case, the risk out ways benefit. Lets say Iran launches, missile gets shot down or fails. IDF finds evidence they tried to NOOK...Now Israel has an excuse to launch and we know for sure their shit works so Iran would be fucked.
