I think the whole being "unable to kill by default" thing would've worked better if there was a secret way to kill enemies in every chapter.
Like by default you can't kill anyone so you can act in "self defense" without getting crucified by the narrative. Going out of your way to make enemies killable would make it unambiguously amoral, which the game has every right to scrutinize the player for.
