We don't know exactly when Toby came up with Kris or the other main characters in Deltarune. The earliest concept art we have is from "around 2014/2015," which is before Undertale was published but well after the Undertale demo in 2013.
Toby says he was inspired to make Deltarune by a dream he had in mid-late 2011, but he only had some very rough drafting done in 2012 before he realized he wasn't skilled enough to create the game he wanted to make and came up with Undertale instead.
Deltarune and Undertale have been deeply connected from the start, it's very difficult to say where some of these ideas came from unless Toby clarifies it himself.

Apparently I do. This is my exact setup, not just writing everything in one big txt file, but also doing all the art in ms paint and saving it as bmps, and even the exact same Windows 7 with the classic theme setup. I don't know whether this is a good or bad thing.
