But companies didn't like it so it got thrown out. And now if you visit any website from within the EU, you get bombarded with full screen cookie pop-ups full of dark patterns trying to trick you into "consenting". Oh, and it doesn't even matter because they put in a "legitimate interest" clause that says they can track you even if you say no. Its all theater that doesn't actually hurt their bottom line.
