No. Her passive exists, like Vayne's W, as a bare minimum guarantee. Not as an anti-tank centerpiece. They both trade away small parts of power that would make them assassins to have a guarantee that tanks can't just stand on top of them and spam laugh. They still lose to tanks or tankier champions that still do enough damage to kill them, they aren't "the anti-tank champions", they just aren't completely fucking worthless into them like they would be without those abilities. You will still lose to Mundo. Her absolute worst matchup is into Malphite.
If you want an "anti-everything" champion, pick Jax or Kayle.
