If you have Cia then Cartethiya weapon is her next biggest upgrade. You only need wavebrands for Cart if you want to run her on teams that aren't using Ciaccona

While I do tend to like Japanese VAs more I have to say one thing they lack is accents. Whenever the setting has characters from a lot of different places JP VAs lack of accents stands out more

Rover really is the weak link in cart's team. Cia is great short field time, but she still puts out a good amount of damage and her grouping can also be helpful. Rover on the other hand does mid damage and has even worst healing. I was trying my hand at level 6 dragon and had to swap Rover out for SK cause I have a case of mild skill issue and kept getting tagged during my rotation which would snowball into someone getting taken out. If I wasn't saving for Lupa I would pull for S2 Cart so I could just use SK full time on the team, but since I can't get S2 I will just have to grind out reps with the team and learn to play it better

Cartethyia is by far the most "needs their weapon" character to date and even she can get by with EoG. Playing better will help you clear more content than having min max stats.
