An important detail in all of this is that Chara and Frisk are just two out of *eight* children who all fled human civilisation to the lonely mountain, over what is implied to be a long period of time, even a century or more. The most likely variant is that they're all runaways from the same community based close to Mt. Ebott, and the implication in turn is that this community is messed up in subtle and dangerous ways. The kids all seem fairly normal on the surface but have concealed glitches, and the community which Asriel met seemed normal enough for him to not attack them or be afraid/repulsed by them.

So in summary, the Undertale human communities of the rough present are subtley fucked up. Compare this with two details in Deltarune:

1) Hometown is a monster community that seems very wholesome and normal on the surface, and is 90%, but there's some shady stuff going on down below

2) Kris is strongly aversive to other humans, and can barely stand to see them in a book (could be related to childhood trauma as Toriel used the specific book a lot in raising him)

There's clearly something going on here, and how much of it is a monsters vs. humans thing, and how much of it is a surface community vs underground community thing is being played with by the narrative. Kris has all the hallmarks of a runaway from Undertale, but twice over - from both his birth species AND his foster community. (how he even came to be adopted by the Dreemurrs is itself a dark cloud hanging distantly above the plot)
