The biggest issue is that Sega really blew their load by dropping it 2 years ahead of time, the processing and resolution were for sure more capable than any gaming device at the time, but it wasn't enough of a paradigm shift to really change things, especially as far as the west was concerned, since consumers knew the PS2 was coming by the time Dreamcast was out. Even if it was just as capable spec wise, they couldn't beat the double-layered convenience of backwards compatibility and DVD playback.
As far as the library is concerned, coming out as early as it did leaves the Dreamcast in an interesting spot. While most games that took advantage of the hardware were arcade ports, there were plenty of titles that came over from N64 and PS1, effectively being "definitive" ports of those games. I can't imagine it could've survived many more years past 2001, as that year already had a knockout release table for the PS2, completely blowing out whatever they had in store, but it is a very nice device to own in the current landscape, where you can be a lot more picky about what you can play, it's nice to just load up a game straight from an SD card modification with little hassle involved.
