Not completely untrue, you're missing the fact that it was (likely) born from an egg given by the Forgotten Man, who we know has a link to Gaster. They've got to be connected in at least some way. The DEVICE_ suffix is also associated with Gaster after all.

Chara is another kid who did the same thing a long time ago, met Asriel, became an adoptive sibling to him, and when they discovered the poisonous qualities of the flowers in the underground came up with a scheme to destroy the barrier by committing Socrates, and having Asriel take their soul to cross the barrier. This plan fell apart because Asriel looked like fucking Satan to humans above, and they also had the dumb idea to bring Charas corpse with them so it looked like a goat monster came and killed some kid. So Asriel got clapped, barely returned to the underground, and then died, his dust spreading over the flowers. Charas spirit awakens somehow in response to Frisks presence and acts as the narrator for the game, and is influenced by Frisks actions, either responding positively to Asriels return and playfully engaging with his final battle, or becoming murderous and cold if Frisk goes around killing everyone
Flowey is a facsimile of Asriel created during the course of Alphys' experiments. Alphys wanted to create a sort of container for monster souls that would allow the otherwise ephemeral spirits of monsters to inhabit a living, but not sentient, object so that monsters over time could create enough spiritual power to destroy the barrier without killing humans, by way of infusing that object with determination. This unwittingly created a sentient object out of a flower which was steeped in Asriels remains and so spawned with some element of his being intact, but could not maintain a monster's form, and lacked a soul of its own so it couldn't truly maintain positive bonds with anyone. The isolation, rejection, and lack of belonging, plus unknown time spent living that same timeline over and over, and making increasingly bizarre choices in his daily life just to get out of living the same thing over and over, eventually turned him into Flowey
