The reason people write vessel or Papyrus fanfiction as theories is just because they have fun doing that. The assumption is that Noelle has to walk to school. Carol does not regularly drive Noelle to school like Toriel drives Kris. The most reasonable explanation for why she does not do this is because she leaves for work before Noelle goes to school, and is unwilling to leave work to attend to Noelle (as evidenced by her being unwilling to leave work to unlock the gate when Noelle is locked out, and not even wanting Noelle to bother her for a minute to get the key herself).
We have no reason to believe Carol has some intense phobia of rain that would qualify as an emergency and keep her away from her job.
